Introducing owners for communities

All Doorkeeper communities have now been assigned an owner. Only the community owner can change payment settings for the community, preventing other administrators from resetting them accidentally or otherwise. Besides this change, administrators can do everything the owner can, such as creating and editing events.

We've done our best to make sure the owner was the person who originally created the community, but there might be some cases where we've got it wrong, so please double check who the owner is through the Administrator List.
